Jose Maria Lesdesma Concepcion is a civil engineer from Jaro, Iloilo City.

Description and symbolism: Mr Concepcion served as Regional Director/Manager of the National Irrigation Administration for Regions 7 & 8 (Central and Eastern Visayas) in the 1980s. The Armiger also held important leadership roles in various civic and Catholic Church organizations. He is a Fourth Degree Knight of Columbus and is Past Grand Knight of the K of C Council in the Parish of Our Lady of Peace in La Paz, Iloilo City. He was also active in the Christian Family Movement of the Archdiocese of Jaro. Among his civic association involvements was being President of Iloilo City (Host) Lions Club. Married to Imelda Alvarez Roldan, the couple were blessed with four children.
