Julie Eltanal was born in Tibanga, Iligan City and lives in Cebu City. She was educated in Mechanical Engineering, Management and Business at Mindanao State University and the Iligan Institute of Technology.

Design and symbolism:

The three lilies represent the purity offered to God, the Holy Trinity. The chequered pattern refers to the arms of Cebu, the Armiger’s place of residence. The gear represents her profession in engineering.
