Isiah Kobe Hermogenes Policarpio was born in and lives in Santa Maria, Bulacan. He is a licensed professional teacher and teaches at the elementary lelvel. He completed a Bachelor of Secondary Education with a major in English at the Polytechnic University of the Philippines, and a Master of Arts in Education with a major in English at Meycauayan College.

Description and symbolism:

The ignited lamp between two gold roses represents the teaching profession of the Armiger.

The two scrolls refer to the Prophet Isaiah and Prophet Jacob, the origins of the name of the armiger – Isiah (Isaiah) and Kobe (Jacob).

The rays allude to the family name of the armiger, Policarpio, from Polycarp, a bishop, who was burned and stabbed.

The crescent moon and star represent the La Purisima Concepcion, the Queen, Mother, and Patroness of the birth place of the Armiger.

To the Armiger, the color blue symbolizes his core values of loyalty, support, and commitment.
